Connected to E1-60-US but lights not turning on

Have setup app and app indicates connected to Bluetooth and WIFI. Never did flash blue when pairing but was able to connect to WIFI. 

App will detect number of lights and was able to update firmware to ver. 2.2.13. 
String will not turn on any lights or respond to any command. Have tried differnt strings and none work.
Also tried resetting controller multiple times and no change.
